If there is a strong rain, the bridge 尼子橋 Amagobashi comes under water and can not be crossed over.
When the wife of 平則道 Taira no Norimichi (1008 - ?). Lady Tokuni, saw this, she felt great pain in her heart.
One day, an old man with white hair passed her hut with a sigh, so she invited him inside.
As they talked, the old man said he wented to build a new bridge and asked for her help.
The old man built a new bridge in just 30 day.
After passing over the bridge, the old man said good bye and left.
Tokuni looked after him, but he suddenly disappeared near 薬王寺 the Temple Yakuo-Ji.
Searching for him, she found a hole with some offerings of mochi 餅 rice cakes.
She thought he must have been an incarnation of 稲荷明神 Inari Myojin.
The deity was now called 尼子稲荷明神 Amago Inari Myojin and became the warden of the bridge.

Mutsu Kokubun-ji (陸奥国分寺)
is a Buddhist temple in Wakabayashi-ku, Sendai, Japan, belonging to the Shingon-shū Chizan-ha sect, and is the provincial temple ("kokubunji") of former Mutsu Province.
The grounds of the temple are a National Historic Site. and one of its structures, the early Edo period Yakushi-dō (薬師堂) is an Important Cultural Property.
The Shoku Nihongi records that in 741, as the country recovered from a major smallpox epidemic, Emperor Shōmu ordered that a monastery and nunnery be established in every province, the kokubunji (国分寺). ...
... Following the establishment of Sendai Domain under the Tokugawa shogunate, Masamune Date rebuilt the complex from 1605 on a large scale, but not upon the original foundations. At one point, it was surrounded by 25 subsidiary chapels. However, following the Meiji restoration, most of the temple was destroyed by the government's anti-Buddhism movement, leaving only one chapel at the present-day Yakushi-do...

Yamanote Kannon Reijo 山の手三十三観音霊場 Pilgrimage

The pilgrimage of 山の手三十三観音霊場 33 Kannon Temples along the Yamanote wards in Edo was founded around 1720.
